What is the GeM Portal

The Government e-Marketplace (GeM) is the official online procurement platform for all central and state government departments, PSUs, and autonomous bodies in India. It hosts over Rs. 4 lakh crore worth of annual procurement and is the single largest B2G channel in the country. Sellers can list products, services, and rate contracts, while government buyers raise direct purchase orders or bids. For MSMEs, it is the easiest way to access government business without dealing with paper tenders.

Seller Registration and Verification

Registration on gem.gov.in requires your Aadhaar (for authorised signatory), PAN, GSTIN, Udyam Registration Number, and a registered business email. You must also link a bank account for payments and provide an Income Tax Return for the past three years to claim turnover-based bid preferences. After basic registration, you can list your offerings under standard categories. Make sure your product specifications exactly match the GeM catalog — mismatches are the most common reason for bid rejection.

Vendor Assessment and OEM Status

For higher-value contracts and specific product categories, GeM requires Vendor Assessment by an empanelled agency like QCI, RITES, or NSIC. This involves a factory inspection, document audit, and capability check, with fees ranging from Rs. 11,200 to Rs. 33,000 depending on turnover. Becoming an OEM (Original Equipment Manufacturer) on GeM unlocks higher-margin direct purchases without competing with resellers. MSMEs get partial reimbursement of assessment fees under the MSME schemes.

Bidding on RFPs and Reverse Auctions

Government buyers raise demand through three modes: Direct Purchase (below Rs. 25,000), L1 Bid (lowest price wins), and Reverse Auction (live downward bidding). For bids above Rs. 5 lakh, an EMD or e-PBG may be required, though MSMEs and startups are exempt. Read the bid document carefully for technical specifications, delivery timelines, and penalty clauses before quoting. Always factor in GeM transaction charges and your transport costs when finalising the bid price.
