Who Can Register Voluntarily
Section 25(3) of the CGST Act allows any person, even those below the Rs. 20 lakh threshold, to register voluntarily for GST. Once registered, all provisions of the Act apply as if mandatory registration had been triggered, including monthly or quarterly returns, e-invoicing on crossing thresholds, and audit. Voluntary registration cannot be cancelled for one year, except in case of business closure. This decision should therefore be made deliberately rather than as a knee-jerk reaction to a single client request.

A registered business can claim ITC on every taxable purchase — laptops, software subscriptions, office rent (where the landlord is registered), professional fees, marketing services, and more. Downsides: Compliance Burden and Pricing Pressure
Voluntary registration brings monthly GSTR-1 plus GSTR-3B filings (or quarterly under QRMP) and an annual GSTR-9 if turnover crosses Rs. 2 crore. Late filing attracts Rs. 50 per day (Rs. 20 for nil returns) capped at Rs. 5,000 per return, plus 18 percent interest. Pricing also becomes a real concern: B2C clients (who cannot claim ITC) effectively see your prices rise by 18 percent. For freelancers serving mostly individuals, voluntary registration may shrink the addressable market.
